The Legal Landscape for Building a No Kill Community and Ending The Killing of Savable Animals in U.S. Shelters

Program Information:
Nathan J. Winograd is the Director of the national No Kill Advocacy Center. He is a graduate of Stanford Law School , a former criminal prosecutor and corporate attorney, was director of operations for the San Francisco SPCA and executive director of the Tompkins County SPCA , two of the most successful shelters in the nation. He has spoken nationally and internationally on animal sheltering issues, has written animal protection legislation at the state and national level, has created successful No Kill programs in both urban and rural communities, and has consulted with a wide range of animal protection groups including some of the largest and best known in the nation. Mr. Winograd's recently-published book Redemption: The Myth of Pet Overpopulation and the No Kill Revolution in America has received widespread acclaim and praise, and is the best selling animal rights book in the county according to Amazon.

Mr. Winograd will discuss his proven model for transforming traditional animal sheltering communities into No Kill communities. He will also focus on how traditional shelters have used the legal system to promote killing instead of life-saving and what kind of progressive laws would reverse this anomaly, for example, his model legislation titled The Companion Animal Protection Act of 2007.
