The original creator of “Animal Precinct” was Frank David Garcia, an “animal control” criminal, exposed on ABC television’s 20/20 show—the episode won awards for its uncovering of corruption, mass slaughter, abuse of humans and animals. A volunteer writes: “Frank David Garcia is a CONVICTED FELON OF KIDNAPPING, RAPE OF A CHILD, AND KIDNAPPING-RAPE WITH A DEADLY WEAPON, 14 DRUNK DRIVING CHARGES IN 5 STATES. That's the type of person associated with Animal Precinct.”

Many people are claiming that some SPCAs have acted like petty tyrants on power trips, using their police powers to take away people's animals even when the animals don't need rescuing. Some animal owners claim that when they become overextended in caring for their animals, an SPCA accuses them of neglect, confiscates and sells their animals, and keeps the money.

"They are a self-righteous group of people in it for monetary gain," is a complaint levied repeatedly by their targets. "They don't care about the animals. They don't care about anything except money."

Sometimes the owners hire lawyers and file appeals, but they rarely win. Judges usually side with the SPCAs - even where veterinarians testify that no animal abuse has occurred.

On local Texas television, for example, (Frank) Dave Garcia is often portrayed as a savior rescuing animals from abusive people. And those he raids usually have no recourse against him. In fact, Garcia led an effort to get Texas politicians to pass a law saying once a Justice of the Peace approves one of the SPCA's confiscations, an owner can't do anything about it. There's another little problem with Dave Garcia. He's a convicted felon for rape and kidnapping.

Under Garcia's leadership, the Dallas SPCA has seen penalties against animal owners quadruple. The SPCA invites television crews along on their raids confiscating animals. Such broadcasts spur the public to make big donations -- a total of $6 million in 2003 to the Dallas SPCA -- which helps pay Garcia's $80,000 annual salary.

The documentary "20/20" accompanied Garcia on a raid and saw none of the abuses he claimed were present. He said the owner didn't provide adequate food, water, or shelter and that the kennels were filthy. He said that he had vets along on the raid and that the animals were in life-threatening conditions. It was all outright lies.

The owner never got her animals back. Some were adopted out, and others were killed.


In Los Angeles

Ed Boks (current General Manager of the six Los Angeles municipal shellters) et al most likely created an audition tape for Animal Precinct by raiding the home of Ron Mason, destroying his life and killing at least 25 cats.

Ed Boks of Los Angeles Animal Services is telling people that they may do five episodes on Animal Precinct. In order to create his "audition tape," they raided a man with many cats, falsely claimed the animals had panleukemia, and implied that health department charges were pending. No charges have been filed, but they managed to extort $20,000 bail from the victim.

Ron Mason's home was raided by Boks' Animal Services and 30 people from other City / County agencies. They published all sorts of libelous facts about him, such as that he had a mental illness and lived in filth. When Mason appeared in court for his arraignment, the City Attorney failed to show - so, he was not brought up on charges. Calling the City Attorney's Office, one finds that Mason's name does not even appear on its database.

Boks - embarrassed by all the procedural mistakes - is now trying to make this case "go away." He told the press and said on the Animal Services website that Mason's cats had panleukenia. It turns out Boks has since admitted that lab testing was negative. They killed at least half of the impounded cats, saying they were "irremediably suffering." Animal Services and the City Attorney's Office will release no information even under a request for public records - saying the cats are "evidence animals."

In his September / October report to the Animal Services Commission, Ed Boks states:
"The Department has recently had conversations with the producers of the Animal Planet show “Animal Precinct” about putting together a five-show pilot that would feature the Department’s animal care centers and staff. Currently, the Department has been working with series creator Morgan Spurlock and the producers of the FX Networks show “30 Days” to film an episode at one of the Department’s animal care centers." As you know, Animal Precinct features investigations, among other things, of alleged animal abuse."

Isn’t it convenient that Boks releases information that he is in touch with Animal Precinct for a multiple-episode series five weeks after Mason was busted? Do you think the TV footage shot by LA City TV was sent to the producers of Animal Precinct? Of course, Ed will happily murder animals for any reason - but Department propaganda is always a sure bet.
